permission to retire on the expiration of his

own leave thereafter on attaining the age of

fifty-two; he does not therefore desire to be

considered for one of the vacancies, should his

retirement be approved (vide Mr. N.L. Smith's

despatch No.665 of 25th October, 1937).

Messrs. Robertson and Nicol are at

present acting Executive Engineers in charge of

the Buildings Ordinance and Port Development

Offices, respectively, and are well qualified for

promotion by their official qualifications,

experience and merit.

Mr. W. Woodward, who is at present acting

Executive Engineer in charge of the Waterworks

Construction Office, and is next on the list of

Engineers and Architects after Mr. Nicol, also

applies for one of the vacant posts, and has

requested me to forward to you the accompanying

petition in furtherance of his claim. I fully

recognize the merits of Mr. Woodward's work and the

amount of responsibility carried by him in his

present post, and I also agree that it is not

possible to replace him in charge of the Waterworks

Construction Office by an Executive Engineer of

the same experience; but I consider that, all other

things being equal, the seniority of Messrs.

Robertson and Nicol outweighs the claims of Mr.

Woodward, and I regret that I am not at present

able to meet his wishes. Subject to your approval,
